VEC Issues Request for Information for PFML Technology Platform

RICHMOND, VA– [05/27/2026] – On Tuesday, May 26, 2026, the Virginia Employment Commission’s Request for Information (RFI) was officially posted on the Commonwealth’s procurement site, eVA. The RFI can be found here. The RFI is designed to gather information from qualified vendors about configurable commercial-off-the-shelf (COTS) or Software-as-a-Service (SaaS) solutions that could support Virginia’s newly established Paid Family and Medical Leave (PFML) program. 

The PFML program will require a comprehensive technology platform capable of supporting key functions including: 

  • Employer registration and reporting
  • Contribution calculation and collection
  • Claims intake and adjudication
  • Benefit calculation and payment
  • Medical Provider Integration
  • Appeals processing
  • Customer service and contact center support
  • Fraud detection and identity verification
  • Data analytics and program reporting
  • Integration with existing Commonwealth systems (identity, wage data, payments, etc.) 

Responses are due no later than 5pm on 06/15/2026.  

BACKGROUND 

In April, Governor Abigail D. Spanberger and the General Assembly passed legislation establishing Virginia’s new Paid Family and Medical Leave (PFML) program. 

Beginning in 2028, the PFML program will provide job protection and paid time off for life events, such as:  

  • Caring for a new child (birth, adoption, foster care)
  • Recovering from a serious health condition
  • Caring for a family member with a serious health condition
  • Military family needs
  • Domestic violence, sexual assault or stalking

The program will be administered by the Virginia Employment Commission. The enabling legislation can be found here: SB2/HB1207
