Quick Tip
To improve your experience using Employer Self Service, follow these tips:
- Do not have multiple browser windows open while working in the system
- Disable pop-up blockers
- Quarterly filings cannot be submitted using an Individual Taxpayer Identification Number (9XX-XX-XXXX). The ITIN must be deleted and, where the SSN is not known, wages may be keyed under 999-99-9999.
What if electronic filing causes undue hardship?
Undue hardship is the idea that if meeting a legal obligation would cause you extreme hardship, you may be exempted from it.
You may request a temporary waiver by submitting an Electronic Filing Waiver Request, citing your specific hardship. If approved, all waivers are temporary and must be renewed annually.

Mail-In Registration Instructions
Do not mail the VEC FC-27 form to the VEC until you meet one of the requirements noted in questions 7a through 10 on the form. The VEC will only assign an account number if you meet one of the criteria and mark your response as "yes".
Once your application has been processed, you will receive via U.S. postal mail "New Employer" notices which will contain your VEC account number, applicable tax rates and additional information about our reporting requirements. Penalties on new accounts are assessed only if required reports are filed after the due date of the reported quarter.
