• Trade Adjustment Assistance (Trade Act) - Assists individuals who have become unemployed as a result of increased imports. The goal is to help laid off workers return to suitable employment as soon as possible
  
  
• Worker Adjustment and Retraining Notification (WARN Act) and Rapid Response Services: Effective July 1, 2007, the Governor's Office for Workforce Development assumed responsibility for the State Dislocated Worker Unit. • Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit Programs - Promotes the hiring of individuals who are members of targeted groups, by providing a federal tax credit
  
  
• Alien Labor Certification - Employers requesting labor certification for the temporary or permanent employment of foreign workers are required to offer prevailing wages and working conditions for that particular occupation and to demonstrate that no similarly employed U.S. worker will be adversely affected.
  
  
• Rural Services Program - Rural Services assists agricultural employers through the National Agricultural Recruitment System and registers farm labor contractors (crew leaders) and their employees, as required by the Migrant and Seasonal Agricultural Worker Protection Act.
  
  
• VEC Plan for Agricultural Services - A description of the activities planned for providing services to the agricultural community in Virginia. Among the services, agricultural employers can list job openings with the VEC and may apply for temporary employment of nonimmigrant foreign workers if shortages develop.
