Am I required to report Unemployment or CARES Act payments on my taxes?

  • Yes, payments received under UI, PEUC, EB, FPUC, MEUC, TRA, RTAA and PUA are considered taxable income and are required to be reported on your income taxes.

How can I get my 2023 1099-G?

  • You will be mailed a 1099-G form to your address of record with the VEC by January 31, 2024. You should receive your 1099-G by February 15, 2024.
  • If you had a change of address and didn't update it by the end of the year, you'll need to fax a change of address request to 804-786-6434. Include your name, signature, date, old and new address, and at least the last 4 digits of your social security number. Additionally, provide front and back copies of your State Issued Photo ID, social security card, and birth certificate. When sending the address change request and identification documents, request that your 1099-G be resent to you.
  • Please note that changing your address online won't update your address for the 1099-G. Once the address update has been faxed to us, we will mail a copy of the 1099-G to your new address.
  • If your address change on your unemployment claim occurred after December 30, 2023, and you haven't received the original mailed copy by February 15, 2024, please call 866-832-2363 to request a copy be mailed to your newly updated address.

When I filed my claim, I said I wanted taxes withheld. Why were the taxes not taken out?

  • Taxes were withheld for regular UI and PEUC if requested.
  • We are not able to withhold taxes from PUA, MEUC, or retroactive benefits paid by check.

Are state taxes withheld from benefits?

  • No, state taxes are not withheld from UI, PEUC, EB, FPUC, MEUC, TRA, RTAA, or PUA benefits.

Received a 1099-G despite overpayment?

  • You were paid the full number of benefits; therefore you are required to report those payments on your income taxes.
  • As the overpayment of benefits are repaid you will receive 1099-G forms for each future tax year with the amount repaid during that tax year reported in IRS Box 2 for reporting on your taxes.

What does the dollar amount on the line “State or Local Tax Refunds, Credits or Offset line (IRS Box 2)” refer to?

  • This box provides the amount of benefit overpayment you repaid to the VEC in the calendar year 2023.

The dollar amount of benefits I was paid does not match the dollar amount stated on my 1099-G. How do I get this corrected?

  • Any withholding such as child support or federal taxes will still count as taxable payments in full, even though you do not receive those funds.
