Employers: Submit Mass Claims Filings Using ESS

VEC’s Employer Self-Service (ESS) portal offers you the opportunity to proactively submit information for employees for either a permanent or temporary layoff.  Employers may access the ESS at https://www.business.tax.virginia.gov/VTOL/tax/Login.xhtml

Please take note:

  • This feature is for EMPLOYER USE ONLY
  • Employees affected by permanent or temporary layoff must still file a claim for benefits.  An employer may not file a claim on behalf of an employee.

How does this help? There are a number of advantages associated with the use of this web-based system that positively impacts employers and claimants:

Employer
